Hapur is an investigative journalism programme that aims to combat corruption in Albania.  It was launched with IREX support and US Agency for International Development funding in 2002 by the IREX Albania team in Tirana in cooperation with Albanian journalists and local private TV stations.  Over the past 5 years, the Hapur team of journalists has carried out more than 200 investigations, denouncing corruption and abuse of public office at the local and national level. The programmes have been broadcast by some 20 private local TV stations. Hapur was also broadcast by Albanian State owned television (RTSH) until in 2005 the Socialist government then in power pressured RTSH to stop the broadcasts. Today under a Democrat government RTSH continues to refuse to broadcast Hapur.  However the program has had a significant public impact. Broadcasts have resulted in law enforcement agencies opening official investigations on the misuse of public funds and corruption.

At the end of 2007 the Hapur program was temporarily interrupted when the IREX programme closed down in Albania. But in October 2008 Hapur re-started, this time with UNDEF funding and support from the European based NGO IREX Europe. The projects goal remains the fight against corruption which still remains the "devil" in government at all levels in the country. Hapur is now broadcast by 16 local private TV stations across the country. It is also broadcast on Ora News TV station, which is part of the digital platform Digitalb.

Since its beginnings Hapur’s cooperation with the public has been vital, and without help and information from the public many corruption cases would not have been uncovered. This web page has been set up to serve as an information tool, and as a means to increase Hapur’s close cooperation with the public in the battle against corruption.
